동일한 정부 안에서 모든 것은 규약적이고 인위적이며, 그 정부는

오랫동안 스스로 자신들을 문제를 처리하는 데 익숙한 국민에게만,

그리고 정치학이 사회의 최하층에까지 내려온 국민에게만 합당할 수

있을 것이다. 미국인들이 자신들의 연방헌법으로부터 생기는 무수한

난제들로부터 탈출하는 방식에서 나는 그들의 훌륭한 판단력과

실용적인 지성에 최고의 찬사를 보냈다.

The whole structure of the government is artificial
